Melbourne Police and the Victoria Crime Commission were investigating more people than ever before in 2017 and the coronavirus outbreak had a significant impact on the amount of people who needed to be contacted.
But with crime rates surging, the police force said it was looking at a number of possible links between crime groups and its own crime prevention services.
“This is a very challenging time for the Victorian police,” Acting Chief Superintendent Michael Purdie said.
“The Victorian Crime Commissioner is recommending that we make a concerted effort to identify and target the people most at risk of becoming victims of crime.”
Police are looking at whether there are similar connections between the major crime groups that have operated in the state in recent years.
“These groups, or groups in similar groups, have a common set of organisational practices and their targets, their goals, their methods and the way they conduct themselves,” Acting Superintendent Purdies said.
